The research method used is descriptive research with a qualitative approach. This research used six informants. The results of the research are four factors that strengthen the implementation of functional competence in the procurement of goods and services, including resources, communication, bureaucracy and attitudes. The implementation of functional competence in the procurement of goods and services in Probolinggo Regency has been implemented but is not yet optimal. Weak coordination between procurement actors and a lack of BPBJ personnel who have passed competency tests have an impact on procurement implementation. The variables used in this study are leadership style and remuneration as independent variables, work discipline as intervening variables, performance as the dependent variable. This research was conducted using data from the State Civil Apparatus in Surabaya Merchant Marine Polytechnic with a total sample of 52 employees. This research uses an associative quantitative research design using a questionnaire of 70 respondents, then the results of the questionnaire are analyzed using the smart PLS 4 program. Data collection was carried out by distributing questionnaires to employees. Data were analyzed using quantitative descriptive analysis with partial least squares. The sampling technique used is simple random sampling method with a total population and sample of 35 employees of the Probolinggo Municipal DPRD Secretariat. Collecting data by distributing questionnaires to respondents. This type of research uses quantitative methods with data analysis using the SmartPLS 4.0 application. This type of research is descriptive research. In conducting descriptive qualitative research, when collecting data in general a researcher can find research data in the form of words, pictures, data here are interview transcripts, field data notes, personal documents, cameras, notes, and others. There is a relationship between professional allowances and improved work performance, in the workplace environment. Teacher performance directly affects student learning outcomes. Teachers who are able to design challenging and relevant lessons, and provide constructive feedback, can improve students' understanding and academic achievement. It is concluded that the implementation of the ASN teacher performance allowance system at SMKN 1 Ampelgading is an important step in the effort to improve the quality of education. However, the success of this system cannot be guaranteed by providing financial incentives alone.
