Mapping the Rocky Road to Gender Inclusion in Urban Indonesia: A Literature Review of Structural Barriers and Transformative Efforts

TGender injustice and inequality are evident in urban development, including the security of public spaces and transportation systems, urban spatial planning and population mobility that do not always consider gender, and inherent discrimination in politics and economics. Involving all genders in realizing gender-inclusive cities is indeed a significant challenge, but it is not impossible. Understanding these difficulties is crucial because cities are key to achieving the Sustainable Development Goals (SDGs), particularly SDG 5 (gender equality) and SDG 11 (sustainable cities). This study aims to identify and describe structural barriers and transformative efforts in realizing gender-inclusive cities in Indonesia. This study uses a Systematic Literature Review (SLR). Literature was obtained through electronic databases. Through searching and selecting based on inclusion and exclusion criteria, 12 relevant articles were found. The data were then analyzed and combined using thematic synthesis to identify descriptive and analytical themes. The results identified seven structural barriers: social norms and strong patriarchal culture; unsafe public spaces and transportation; disparities in access to housing and land ownership; Low representation of women in city management; a lack of disaggregated data and gender-responsive policies; economic disparities and the lack of integration of gender issues in infrastructure development and climate adaptation. Despite these challenges, various transformative efforts have been undertaken, including strengthening gender-responsive regulations and budgets; establishing safe public spaces, inclusive infrastructure development, economic empowerment, and collaboration between various parties. The results of this study confirm that gender-inclusive cities can be realized through an approach that involves various policies and public involvement.

This article aims to examine the strategy of the Southeast Sulawesi Provincial Manpower and Transmigration Office in providing services to workers with disabilities to obtain employment. People with disabilities in Indonesia still face significant barriers to entering and remaining in the formal labor market. Southeast Sulawesi Province demonstrates the operational initiative of the Manpower and Transmigration Office, which has begun implementing skills and training programs for people with disabilities. However, the coverage and sustainability of the program still need to be strengthened, especially in aspects of job placement, relationships with the local business world, and the provision of decent work accommodations. The office does not yet have assistants who are capable of providing adaptive services for workers with disabilities. Therefore, a study is needed that systematically assesses the office's strategy. This research uses a qualitative method, namely research that aims to understand phenomena about what is experienced by research subjects, such as behavior, perceptions, motivations, actions, and others, holistically, and through descriptive methods in the form of words and language, in a specific, natural context by utilizing various natural methods. This study shows that the Southeast Sulawesi Provincial Transmigration and Manpower Office's strategy for providing services to workers with disabilities is not yet fully optimal due to various obstacles in policy, budget, human resource capacity, information systems, and external relations. Despite positive efforts and a number of inclusive practices, the implementation of employment service strategies for people with disabilities in Southeast Sulawesi remains partial and requires strengthening in various aspects.
