This research discusses the implementation of the Decent Regency Policy in Sumenep Regency. This Child Friendly District is a development system in an area that upholds the rights and protection of children. The aim of this research is to find out how to implement Regional Regulation Number 4 of 2022 concerning Child Friendly Districts in Sumenep Regency. The research method used is qualitative with a descriptive approach and the research focus used is using Policy Implementation Theory according to Van Meter and Van Horn. Data collection techniques use observation, interviews and documentation. Data analysis techniques use data reduction, data presentation and conclusions. The research results show that the implementation of the KLA policy in Sumenep Regency is going well. Socialization and training for policy implementers continues to be carried out to maximize the implementation of the Child Friendly Regency policy.

Implementasi Collaborative Governance Dalam Pengelolaan Sampah Organik Berbasis Ekonomi Sirkular Di Bali

Organic waste management in Tanjung Benoa, a coastal tourism area in Bali, faces complex challenges due to high waste volume from tourism activities, household consumption, and Hindu religious ceremonies. This study analyzes the realization of collaborative governance in organic waste management based on circular economy principles using the Collaborative Governance Regime (CGR) framework from Emerson, Nabatchi, and Balogh (2012). This qualitative descriptive research was conducted in Tanjung Benoa Traditional Village through in-depth interviews with key stakeholders, field observations, and document studies. The findings reveal that collaboration is driven by a conducive system context including tiered regulations, transformative leadership from the Traditional Village Head, and free service incentives. The collaborative governance regime shows principled engagement through formal coordination and democratic forums, shared motivation built through subsidies and community trust, and joint action capacity supported by TPS3R infrastructure and government grants, despite limitations in land availability and service coverage. Positive impacts include reduced waste to landfills, community cost savings, and increased environmental awareness, although circular economy benefits have not been fully realized due to limited compost marketing systems. Adaptive capacity is demonstrated through funding diversification and processing innovations, though challenges remain in fluctuating community participation and limited private sector coordination. This research recommends strengthening institutional capacity, enhancing sustainable education, developing compost product marketing systems, and building formal partnerships with the private sector.

Challenging Gender Stereotypes About Women's Leadership In A Perspective Of New Public Leadership In Banyuwangi Village, Gresik

This research is motivated by the persistent gender stereotypes in rural communities that often question women’s capacity as leaders, creating a need to examine how female village heads practice modern public leadership. The study aims to analyze the application of New Public Leadership (NPL), the role of network management, and the creation of public value within female leadership in Banyuwangi Village, Gresik. Using a qualitative method through in-depth interviews and thematic analysis, the findings show that the female village head successfully implements NPL principles through open communication, transparency, responsiveness, and cross-actor collaboration that fosters adaptive work networks and tangible public value. However, uneven community participation, residual gender bias, and bureaucratic burdens remain challenges that affect leadership effectiveness. The study concludes that the success of female leadership not only breaks gender stereotypes but also offers a model of collaborative leadership at the village level. Practical implications highlight the need to strengthen public literacy, improve the capacity of village apparatus, and enhance participatory mechanisms to reinforce the implementation of NPL and promote more inclusive and responsive village governance

Modal Sosial Dan Akses Perempuan Terhadap Jabatan Pimpinan Tinggi Pratama Di Pemerintah Kota Kendari

This study aims to analyze the role of social capital in influencing women’s access and opportunities to attain Senior Executive Positions (Jabatan Pimpinan Tinggi Pratama, JPT Pratama) within the Kendari City Government. Using a qualitative approach and case study design, data were collected through in-depth interviews with six civil servants (four women and two men), as well as through document analysis of local policy and personnel data. The findings indicate that women’s success in achieving senior leadership positions is not solely determined by competence and formal regulations, but also by the strength of social capital—particularly through personal connections (linking capital) with bureaucratic elites and involvement in informal networks (bridging capital). Limited access to power networks constrains most female civil servants in Kendari from obtaining strategic opportunities in high-ranking position selections, even when they possess comparable qualifications and performance. This study concludes that gender inequality in regional bureaucracy is more strongly shaped by asymmetries in social capital rather than by formal discrimination.

Program Makan Bergizi Gratis Sebagai Instrumen Kebijakan Publik: Studi Implementasi Di Desa Jatimulyo

The Free Nutritious Meal (MBG) Program is a government policy that aims to improve children's nutritional status and overcome the problem of malnutrition in Indonesia. Apart from being a nutrition intervention, this program also has the potential to encourage community empowerment and strengthen the local economy. This study aims to analyze the implementation of the MBG Program in the Nutrition Fulfillment Service Unit (SPPG) of Jatimulyo Village, Kauman District, Tulungagung Regency, and identify the obstacles faced in its implementation. This study uses a qualitative descriptive method with data collection techniques through observation, interviews, and documentation. Data analysis was carried out using the Merilee S. Grindle policy implementation model which emphasizes the aspects of affected interests, types of benefits, implementers, and availability of resources. The results of the study show that the implementation of MBG in Jatimulyo Village has gone quite well with adequate resource support, especially funding. This program has a positive impact on the fulfillment of child nutrition and the economic activities of the village community, although there is still a need to improve facilities, implementation competence, and supervision so that the program can run more optimally and sustainably.
