IMPLEMENTASI PROGRAM “DOU ASN” DALAM MENINGKATKAN NILAI IP ASN PEMERINTAH KOTA PROBOLINGGO
Abstract
To realize Apparatus Resources that can meet public needs, Apparatus Resources must have professional performance, have good morals, and be able to respond positively to changes that occur. One way to create competent apparatus resources can be done through education and training with the aim of developing their competencies. This reseacrh aims to analyze the determinant factors related to policy implementation through a Training and Education program for Apparatus Resources. This research was conducted in Probolinggo City, especially at the Office of the Personnel and Human Resources Development Agency. Probolinggo City Personnel and Human Resources Development Agency as an agency that provides Education and Training Programs for all Civil Servants within the Probolinggo City Government. This education and training program is called from for by State Civil Apparatus or better known as "DOU ASN". This research uses a qualitative model with an interview method. The data used is primary data obtained by conducting interviews with several informants and focused research at the Probolinggo City Personnel and Human Resources Development Agency which has implemented the "DOU ASN" Program.
