INOVASI JURUS AK3 PLUS DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KOTA PROBOLINGGO
Abstract
Population administration is a vital aspect of public service that ensures legal validity over population events, including death. However, public awareness in processing death certificates remains low. The Department of Population and Civil Registration of Probolinggo City launched the innovation JURUS AK3 PLUS (Single Submission to Obtain Three Documents: Death Certificate, Family Card, and Electronic ID Card, along with a Death Benefit). This study aims to describe the implementation of JURUS AK3 PLUS and analyze the inhibiting factors of its application. This research is a qualitative descriptive study using a case study approach. The research focuses on Everett M. Rogers’ innovation theory and Sanford Borins’ theory of innovation barriers. The findings indicate that JURUS AK3 PLUS provides convenience and efficiency in managing vital records. However, its implementation still faces several challenges such as limited budget, delays in inter-agency verification processes, lack of socialization, and weak cross-sectoral coordination. To optimize this innovation and support bureaucratic reform and data validity, enhanced inter-agency collaboration, digital service acceleration, and improved human resources capacity are strongly recommended.
