COLLABORATIVE GOVERNANCE DALAM PENYELENGGARAAN JAMINAN SOSIAL KETENAGAKERJAAN DI KOTA PROBOLINGGO
Abstract
This study aims to analyze collaborative governance in the implementation of employment social security in Probolinggo City, as well as to identify the supporting and inhibiting factors within the collaboration. The method used is descriptive qualitative with a case study approach. The analysis refers to the collaborative governance model by Ansell and Gash, in which the initial condition for the collaboration between the Probolinggo City Government and BPJS Ketenagakerjaan stemmed from a shared awareness of the importance of social protection for all workers. Facilitative leadership was demonstrated by the Mayor of Probolinggo, who acted not only as a director but also as a bridge connecting various interests and fostering cross-sector communication. This commitment was manifested through regional regulations and the provision of budgetary support. The collaboration was gradually built through an intensive cross-sector dialogue process, coordination meetings, and information exchange between BPJS Ketenagakerjaan and local government agencies. As a result, there was a significant 36% increase in BPJS Ketenagakerjaan membership in Probolinggo City.
