STRATEGI PENGELOLAAN SUMBER DAYA MANUSIA DALAM MEMBANGUN KOLABORASI KEARSIPAN DAERAH KOTA PROBOLINGGO
Abstract
This article aims to analyze human resource management strategies in strengthening regional archival collaboration in Probolinggo City. This study employs a qualitative descriptive approach, utilizing in-depth interviews, participatory observation, and document analysis as data collection techniques. Research informants include leaders and staff of the Probolinggo City Library and Archives Office, representatives of related local government agencies, as well as community members and cultural activists. Data were analyzed using the interactive model of Miles and Huberman, encompassing data reduction, data display, and conclusion drawing, with validation through source and method triangulation. The findings reveal that regional archival human resource management in Probolinggo City faces limitations in terms of the number and technical competence of professional archivists. Nevertheless, these limitations are mitigated by the development of collaborative practices involving communities and cultural groups grounded in local values such as mutual cooperation, tolerance, and social harmony. Human resource management strategies that emphasize collaborative competencies, participatory leadership, and the utilization of information technology have proven effective in strengthening inclusive and sustainable regional archival governance.
