ANALISIS KINERJA PEGAWAI DITINJAU DARI KETIDAKSEIMBANGAN BEBAN KERJA DAN KOMPETENSI PADA DINAS SOSIAL, PEMBERDAYAAN PEREMPUAN DAN PERLINDUNGAN ANAK KOTA PROBOLINGGO
Abstract
This research is motivated by the phenomenon of workload imbalance and competency gap that has an impact on the performance of employees at the Social Service, Women's Empowerment and Child Protection of Probolinggo City. Based on the theory of Job Demands Resources Model, Person Job Fit Theory, and Human Capital Theory, this study aims to analyze how the imbalance of workload and competencies affects employee performance and find strategies to increase the work effectiveness of apparatus. The research method used is a descriptive qualitative approach with data collection techniques through in-depth interviews, participatory observation, and documentation studies. Data analysis was carried out with the interactive model of Miles, Huberman & Saldana through data reduction, presentation, and verification. The results of the study show that the imbalance of workload occurs due to the disproportionate distribution of tasks between fields and limited human resources. Employee competencies vary, especially in technical and socio-cultural aspects, which affect their ability to adapt to work demands. The mismatch between workload and competence reduces motivation, efficiency, and quality of public services. This study concludes that improving the performance of ASN requires a balanced redistribution of workload and strengthening competencies based on position needs through training, rotation, and continuous supervision.
