Abstract

This study examines the role of work motivation as an intervening variable in the relationship between leadership, work culture, and employee performance among civil servants at the Regional Branch Office of the Education Department in Probolinggo. Employee performance in the public sector remains a critical issue in bureaucratic reform, particularly within highly regulated organizational systems. This research employed a quantitative explanatory approach using a census method involving 30 civil servants. Data were analyzed using Structural Equation Modeling based on Partial Least Squares (SEM-PLS). The findings reveal that work culture significantly influences both work motivation and employee performance. In contrast, leadership does not significantly affect motivation or performance. Work motivation also fails to significantly influence performance and does not mediate the relationship between leadership and performance. These results indicate that within bureaucratic public institutions, organizational culture plays a dominant role in shaping performance outcomes. This study contributes to public management literature by highlighting the contextual nature of leadership effectiveness and motivational mechanisms in public organizations.
