Abstract

Employee performance is a strategic factor in supporting the effectiveness of local government administration, particularly in organizational units responsible for protocol services and executive communication. This study aims to analyze the effect of work motivation and work environment on employee performance through job satisfaction at the Protocol and Leadership Communication Division of the Regional Secretariat of Probolinggo City. This study employs a quantitative approach using a survey method. The research population consists of all employees of the Protocol and Leadership Communication Division of the Regional Secretariat of Probolinggo City, with a census technique applied as the sampling method. Data were collected through questionnaires that had been tested for validity and reliability. The data were then analyzed using path analysis to examine both direct and indirect effects among the research variables. The results indicate that work motivation and work environment have a positive and significant effect on job satisfaction. Furthermore, work motivation and work environment also have a positive and significant effect on employee performance, both directly and indirectly through job satisfaction as an intervening variable. These findings suggest that improving employee performance can be achieved by strengthening work motivation, creating a supportive work environment, and continuously enhancing job satisfaction.
