Abstract
The era of bureaucratic reform demands improved performance of civil servants in delivering quality public services. This study analyzes the influence of performance-based remuneration and organizational support on employee performance with psychological capital as an intervening variable among civil servants in Kedopok Sub-District, Probolinggo City. Using explanatory research with multiple regression analysis on 30 civil servants, the study reveals that organizational support significantly influences psychological capital (β=0.590; p<0.001) and employee performance (β=0.497; p=0.027), while psychological capital strongly affects performance (β=0.956; p<0.001). Interestingly, performance-based remuneration shows no significant effect on either psychological capital (β=0.068; p=0.610) or employee performance (β=0.010; p=0.958). Path analysis confirms that psychological capital fully mediates the relationship between organizational support and performance (indirect effect=0.571; p<0.05), explaining 59.0% of performance variance. The study concludes that psychological capital, developed through organizational support rather than financial incentives, is the key factor in enhancing civil servant performance. Organizations should prioritize strengthening supportive systems and developing employees' psychological resources over merely increasing performance-based remuneration.
