<p>Tujuan dari Jurnal Manajemen dan Administrasi Publik (MAP) Program Pascasarjana Universitas Wijaya Putra Surabaya adalah untuk mendorong penyebaran yang lebih luas hasil-hasil penelitian ilmiah sistematis di bidang manajemen dan administrasi di sektor publik. Jurnal Manajemen dan Administrasi Publik (MAP) Program Pascasarjana Universitas Wijaya Putra Surabaya dimaksudkan untuk menjadi jurnal penerbitan artikel hasil penelitian manajemen baik artikel penelitian maupun artikel konseptual/studi literatur.</p> <p>Jurnal Manajemen dan Adminstrasi Publik (MAP) Program Pascasarjana Universitas Wijaya Putra Surabaya mengundang artikel-artikel hasil penelitian di bidang:</p> <ol> <li class="show">Kebijakan Publik,</li> <li class="show">Pelayanan Publik,</li> <li class="show">Manajemen dan Pengembangan Sumber Daya Manusia Sektor Publik.</li> </ol> <p>Jurnal Manajemen dan Administrasi Publik (MAP) Program Pascasarjana Universitas Wijaya Putra Surabaya menerima artikel-artikel yang sesuai dengan subjek penelitian manajemen dan administrasi di sektor publik dan metodologi penelitian yang sesuai dengan standar yang ditetapkan untuk dipublikasikan dalam jurnal ini. Yang utama, namun tidak eksklusif, adalah akademisi, mahasiswa program pascasarjana, praktisi dan pihak-pihak lain yang tertarik dengan penelitian manajemen.</p> <p>Kriteria utama untuk publikasi di Jurnal Manajemen dan Administrasi Publik (MAP) Program Pascasarjana Universitas Wijaya Putra adalah pentingnya kontribusi sebuah artikel terhadap kekayaan literatur di bidang manajemen, ketelitian analisis dan penyajian artikel. <p><em>In general, this study aims to find out the results of the evaluation of Context, Input, Process, Product in the implementation of school health efforts in order to improve the health degree of UPTD SDSN KODAK 2 students in Torjun District, Sampang Regency. This type of research is an evaluation research that uses qualitative methods. The instruments of this research are observation and questionnaire. The subjects in this study are Principals, Teachers, Committees, Health Officers and Student Representatives of UPTD SDN KODAK 2 Torjun District, Sampang Regency. The results of the input evaluation research on the implementation of school health efforts in order to improve the health degree of elementary school students have gone quite well. <p><em>This study aims to analyze the strategy for improving the competence of cultural heritage caretakers (juru pelihara) at the Cultural Heritage Preservation Center (BPK) Region XI, located in Mojokerto Regency. Using a qualitative descriptive approach, the study employs data collection through interviews, observation, and documentation, analyzed with TNA and SWOT strategies. The findings indicate the presence of a digital competence gap among caretakers due to low educational background and limited training effectiveness. <p><em>The condolence program is given to poor people who face difficulties when they want to take care of everything related to the funeral procession of their family members. This death compensation program is a form of concern from the Bojonegoro Regency government to ease the burden on the bereaved family. This study aims to examine and analyze the evaluation of the implementation of the condolence program policy for the poor in Ledok Wetan Village, Bojonegoro District, Bojonegoro Regency. This study uses a descriptive research type with a qualitative approach. The focus of this study is the evaluation of the implementation of the condolence program policy for the poor with dimensions of (1) effectiveness, (2) efficiency, (3) adequacy, (4) equity, (5) responsiveness and (6) accuracy. The results of this study indicate that this condolence program has been running in accordance with the Regent's regulations and has been running optimally, in accordance with the six dimensions.</em></p>Anton Simbolon

<p><em>This study aims to analyze the impact of waiting time in outpatient services and employee services on patient trust, mediated by patient satisfaction, at Brawijaya Level III Hospital in Surabaya. The study employs a quantitative approach with a survey method, involving 200 outpatient respondents. Data were collected through a questionnaire measuring waiting time, employee services, patient satisfaction, and patient trust, and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The findings indicate that waiting time in outpatient services has a positive and significant effect on patient satisfaction, while its effect on patient trust is not significant. Employee services also positively and significantly influence both patient satisfaction and trust. Furthermore, patient satisfaction is shown to play a significant mediating role in the relationship between waiting time and patient trust, as well as between employee services and patient trust. These results underscore the importance of managing waiting times and the quality of employee services to enhance patient</em> <em>satisfaction and trust. <p>The purpose of this study is to analyze the effect of marketing mix and market segmentation on the interest in repeat visits of outpatients through the quality of service at Besuki Regional Hospital. This study is an explanatory study conducted at Besuki Regional Hospital, Situbondo Regency. The population of this study was all outpatients at Besuki Regional Hospital with a sample of 100 people. The sampling technique used was incidental sampling / accidental sampling. The independent variables in this study are marketing mix and market segmentation. The dependent variable is the interest in repeat visits of patients, and the variable of service quality as an intervening variable. This study analyzes the relationship between marketing mix and segmentation through service quality on the interest in repeat visits of patients using the SEM-PLS method. The results of the study showed that the marketing mix and market segmentation did not have a significant effect on the intention to revisit, service quality had a significant effect on the intention to revisit, the marketing mix and market segmentation had a significant effect on the quality of service, and the market mix and segmentation through service quality did not have a significant effect on the intention to revisit outpatients.</p>Imam Hariyono

<p><em>This study examines the implementation of accessibility for persons with disabilities in Probolinggo City’s Regional Development Planning, Research, and Development Agency (Bappeda Litbang). Using a qualitative descriptive approach, it assesses compliance with Law No. 8 of 2016 and Regional Regulation No. 2 of 2024, focusing on physical, informational, and communicative accessibility. Findings reveal that while accessibility is included in planning documents (RPJPD, RPJMD, RKPD, RPD), actual implementation is limited. Basic physical accommodations (ramps, guiding blocks, wheelchairs) exist, but accessible information, sign language services, and digital inclusion are lacking. Challenges include low staff awareness, insufficient training, and budget constraints.</em> <em>Analysis based on Grindle’s implementation theory identifies key barriers: limited funding, weak coordination, lack of technical guidelines, low HR capacity, and poor monitoring. Despite policy commitments, practical measures remain unsystematic. The study concludes that a rights-based, multisectoral approach is needed to bridge policy-practice gaps. Strengthening institutional capacity and inclusive governance is crucial for Probolinggo to become an inclusive city.</em></p>Indri Ratnawati

<p><em>This study aims to evaluate the implementation of the SIASAD application and to identify the inhibiting factors in its application. The research employs a qualitative descriptive method with a case study approach. Data were collected through interviews, observations, and documentation involving SIASAD users across various Local Government Units (SKPD). he analysis refers to the DeLone and McLean information system success model, focusing on four key dimensions: system quality, information quality, user satisfaction, and net benefits. The results indicate that the implementation of SIASAD application is generally effective in terms of system quality, information quality, and net benefits, aligning with user needs. However, user satisfaction remains low due to limited features, unsystematic issue reporting, and the administrative burden experienced by both application developers and asset managers. <p><em>This study aims to analyze e-government policies within the Sisemar system to optimize correspondence administration in the administrative sub-section of the Sampang Regency Education Office. The research method used is descriptive with a qualitative approach. The data analysis techniques used by the researcher include data reduction, data presentation, and conclusion drawing. The application of digitalization concepts in the public sector must be carried out seriously and be given attention by the public sector. The Harvard JFK School of Government suggests three elements of successful e-Government implementation that must be possessed and given serious attention: Support, Capacity, and Value. The results of the data analysis indicate that the application of e-government policies within the Sisemar system to optimize correspondence administration in the Administrative Sub-section of the Sampang Regency Education Office still requires improvement. One way to achieve this is by developing e-Government through practical steps and measurable objectives that are easily understood and followed by all parties involved. Law Number 11 of 2008 concerning Electronic Information and Transactions serves as the main foundation for e-Government implementation in Indonesia. <p>This study focuses on important factors that influence teacher performance in the context of vocational education, especially at SMKN 1 Sampang. The main objective of this study is to explore the relationship between teacher competence, rewards, motivation, and performance. Using a quantitative research approach, this study uses descriptive and inferential statistical analysis to reveal meaningful patterns and insights. The population for this study included a total of 81 teachers at SMKN 1 Sampang. The sampling technique used purposive sampling with the criteria of only ASN teachers totaling 72 people, but in the end only 40 ASN teachers were willing to participate. The findings revealed that competence and rewards have a positive effect on teacher motivation at SMKN 1 Sampang but are not significant, only competence contributes significantly positively to performance. Rewards actually have a negative impact on performance, and the effect of competence on performance through motivation is not significant. Motivation itself contributes significantly positively to performance, but as a mediator, motivation increases the influence of competence and rewards on performance although not significant.</p>Mohammad Ali Wafa

<p><em>This research aims to test and analyze the influence of organizational culture and leadership on employee performance with employee motivation as an intervening variable. The research uses a quantitative approach. The research population was 60 employees of the Regional Research and Innovation Development Planning Agency (BAPPERIDA) of Southwest Papua Province. Based on the purposive sampling technique, the sample taken was 50 ASNs </em><em>with the consideration that ASNs have clearer and more structured roles and responsibilities in the BAPPERIDA of Southwest Papua Province so that they are relevant to this research.</em><em> The data analysis technique uses a Structural Equation Model based on Partial Least Square (SEM-PLS). The research results show that organizational culture has a significant effect on employee performance. Leadership has a significant effect on employee performance.
