<p>Tujuan dari Jurnal Manajemen dan Administrasi Publik (MAP) Program Pascasarjana Universitas Wijaya Putra Surabaya adalah untuk mendorong penyebaran yang lebih luas hasil-hasil penelitian ilmiah sistematis di bidang manajemen dan administrasi di sektor publik. <p><em>This study aims to prove and analyze the influence of transformational leadership and work commitment on teacher performance with work motivation as a mediating variable at SMA Negeri 2 Jember. The population in this study is all teachers who serve at SMA Negeri 2 Jember amounting to 55 people. This type of research is explanatory with a quantitative approach. The sampling technique is a saturated sample so that the entire population is used as a research sample. The data analysis technique uses path analysis. The results of the study show that transformational leadership has a significant effect on motivation. Work commitment has a significant effect on work motivation. Transformational leadership has no significant effect on teacher performance. Work commitment has a significant effect on teacher performance. Work motivation is significant to teacher performance. Work motivation can be a variable that mediates the influence of transformational leadership on teacher performance. However, work motivation is not able to be a variable that mediates the influence between work commitments on teacher performance.</em></p>Ali Zulkarnain

<p><em>The implementation of the Employee Additional Income Policy (TPP) at the Regional Secretariat of Sampang Regency has shown a positive impact on improving employee discipline. This policy is designed as an instrument to enhance motivation and productivity among civil servants by linking incentive amounts to discipline and performance criteria. However, its implementation faces challenges, particularly regarding budgetary constraints that hinder the consistency of incentives and insufficient supervision in the performance evaluation system. The research method used is descriptive with a qualitative approach, the data analysis technique that will be carried out by the researcher is data reduction, data presentation, drawing conclusions. The results of this research indicate that the implementation of the policy of providing additional income for employees in Sampang Regency has been carried out in accordance with established procedures. Providing additional income has been proven to improve employee work discipline. Factors such as communication, resources, disposition, and bureaucratic structure play crucial roles in determining the effectiveness of this policy. Therefore, periodic evaluation and reinforcement of monitoring and supervision systems in performance assessment are necessary to ensure the policy's long-term effectiveness.</em></p>Arie Fadilah

<p><em>The development of technology, information and communication requires the government to be transparent in the implementation of government activities. The government is obliged to create apparatus resources that can meet public needs and anticipate changes that occur in society. To realize Apparatus Resources that can meet public needs, Apparatus Resources must have professional performance, have good morals, and be able to respond positively to changes that occur. One way to create competent apparatus resources can be done through education and training with the aim of developing their competencies. Therefore, research is needed to analyze the determinant factors related to policy implementation through a Training and Education program for Apparatus Resources.</em><em> This research was conducted in Probolinggo City, especially at the Office of the Personnel and Human Resources Development Agency. Probolinggo City Personnel and Human Resources Development Agency as an agency that provides Education and Training Programs for all Civil Servants within the Probolinggo City Government. This education and training program is called from for by State Civil Apparatus or better known as "DOU ASN". This research uses a qualitative model with an interview method. <p><em>This study aims to analyze </em><em>Psychological Contracts, Workload and Its Influence on Soldier Performance with Job Satisfaction as a mediating variable in Satfib Koarmada II Ujung – Surabaya.The population in this study is soldiers serving in Satfib Koarmada II Ujung – Surabaya as many as 309 personnel. </em><em>This type of research is an explanatory with a quantitative approach.</em><em> The sampling technique used in this study was determined as many as 25 times the indented variable. In this study, the number of indented variables is three variables, so the number of samples in this study is 75 respondents. The data analysis technique of this study uses SEM-PLS.</em><em>The results of the study showed that psychological contracts had a significant effect on job satisfaction, workload had a significant positive effect on job satisfaction Psychological contracts had a non-significant effect on soldier performance. Workload proved to have a negligible effect on soldier performance. Job satisfaction has been proven to have an effect on the performance of soldiers. Psychological contracts have been proven to have a positive effect on soldiers' performance through job satisfaction. <p><em>This study aims to analyze the influence of organizational commitment, transformational leadership, and employee competence on employee performance through job satisfaction among social facilitators of the Family Hope Program (PKH) at the Department of Social Affairs in Pasuruan Regency, East Java. Using a quantitative research approach, data were collected through a survey of 100 respondents and analyzed using the Partial Least Squares (PLS) method through the SmartPLS application. The results indicate that Organizational Commitment (X1) does not significantly affect Job Satisfaction (Y1) but has a significant impact on Employee Performance (Y2). Transformational Leadership (X2) does not significantly influence Job Satisfaction (Y1) and Employee Performance (Y2). Meanwhile, Employee Competence (X3) significantly affects both Job Satisfaction (Y1) and Employee Performance (Y2). Job Satisfaction (Y1) significantly influences Employee Performance (Y2). Furthermore, Job Satisfaction (Y1) serves as a mediating variable that strengthens the significant relationship between Employee Competence (X3) and Employee Performance (Y2). However, it does not mediate the relationship between Organizational Commitment (X1) and Transformational Leadership (X2) with Employee Performance (Y2). These findings provide theoretical insights into human resource management and offer practical recommendations for improving employee performance in social assistance programs. <p><em>This study examines the effect of reliability, responsiveness, assurance, empathy, and tangibles on repeat visits through outpatient satisfaction at </em>RS Tk. III Brawijaya<em>. The data collection method was carried out using a questionnaire method containing statements regarding each variable studied. The respondents of this study were outpatients at </em>RS Tk. III Brawijaya<em> using a sample of 203 respondents. Data analysis in this study used the SmartPLS 2.0 program. Hypothesis testing with the PLS approach was carried out in two stages, outer model and inner model testing. The outer model test was carried out to prove the validity and reliability of all indicators in each variable. The inner model test was carried out to test the influence between variables according to the previously established hypothesis. The study’s results showed that Responsiveness, reliability, and assurance had a positive but insignificant effect on patient satisfaction, while empathy and tangibles had a significant positive effect. For repeat visits, only patient satisfaction had a significant positive effect, while the other five dimensions of service quality did not show a significant effect.</em></p>Miftakhul Zubaidah, Mei Indrawati

<p><em>The implementation of physical education learning in the Independent Curriculum in Mojokerto Regency still has many obstacles. This is known from several teachers at the Teacher Group Activity (KKG) forum in Mojokerto Regency. These obstacles are closely related to educators, especially in terms of lack of insight into the independent curriculum, many obstacles that are problematic in implementing learning and the number of inadequate facilities for learning physical education in the independent curriculum. Due to these many obstacles, it is necessary to evaluate the implementation of physical education learning in the Independent curriculum. One of the models of evaluation approach is the CIPP model. This CIPP includes four aspects that are evaluated, namely Context, Input, Process, and Product. </em><em>The method of this research is quantitative. Data were collected using the CIPP questionnaire. Questionnaires are used to obtain quantitative data which are then described. From the results of the quantitative data analysis, it was stated that the overall evaluation results with the CIPP model in the evaluation of physical education learning of the independent curriculum in elementary schools in Mojokerto Regency had an average = 3.73 out of a maximum value of 4.00. <p><em>This study aims to analyze the influence of service innovation and employee performance on patient satisfaction mediated by service quality in Level III Brawijaya Hospital Surabaya. The research is motivated by the high rate of patient complaints about hospital services in Indonesia, reaching 60% in 2023, as well as the importance of service innovation and employee performance in improving service quality and patient satisfaction. The research employs a quantitative approach with a descriptive and causal design. Data were collected through questionnaires distributed to hospital patients and analyzed using the Partial Least Squares Structural Equation Modeling (PLS-SEM) technique. The variables studied include service innovation, employee performance, service quality, and patient satisfaction, with indicators adapted from the SERVQUAL model. The results indicate that service innovation and employee performance have a positive and significant effect on service quality, which in turn significantly impacts patient satisfaction. Furthermore, service quality is proven to mediate the relationship between service innovation and employee performance on patient satisfaction. These findings highlight the importance of integrating service innovation and improving employee performance to create optimal service quality and enhance patient satisfaction. This study contributes theoretically to the development of literature related to healthcare service management and provides practical recommendations for Level III Brawijaya Hospital Surabaya to continue investing in service innovation, employee training, and service quality measurement to sustainably improve patient satisfaction.</em></p>Sandhi Fitriardi, Indra Prasetyo
